ARTICLE I - NAME AND AFFILIATION OF THE LODGE
Section 1 - The name of this Lodge of the Order of the Arrow shall be Tsoiotsi Tsogalii Lodge # 70 WWW.
Section 2 - The totem shall be the red-tailed hawk.
Section 3 - This Lodge shall be affiliated with the Old North State Council BSA and shall be under the supervision of the Vice-President of Boy Scouting and the administrative authority of the Council Scout Executive.
Section 4 - These rules and regulations are to be used in conjunction with the current editions of the Order of the Arrow handbooks.
ARTICLE II - MEMBERSHIP
Section 1 - Election to membership, procedure for the induction sequence, and membership as Ordeal, Brotherhood, and Vigil members shall be in accordance with the current edition of the Order of the Arrow Handbook..
Section 2 - All active members of the Tsoiotsi Tsogalii Lodge must be currently registered in the Old North State Council BSA.
ARTICLE III - ORGANIZATION
Section 1 – The Scout Executive of the Old North State Council shall hold the final authority of the Lodge within the Council.
Section 2 – The Scout Executive shall appoint the Lodge Adviser each year. The Lodge Adviser shall assist the Scout Executive in guiding the operation of the Lodge.
Section 3 – The Lodge organization shall include Chapters. The number and geographic area of each Chapter shall be as decided by the Lodge, and shall generally align with the Districts of the Old North State Council. Chapter Advisers will be appointed by the Old North State Council’s Scout Executive, in consultation with the related Scouting Committee. Chapter Advisers may wish to select and appoint Associate Advisers in order to obtain the assistance of other Adults to help with each Chapter officer if he so desires.
Section 4 – The Lodge Key 3 shall consist of the Lodge Chief, the Lodge Adviser, and the Lodge Staff Adviser.
Section 5 – Lodge Executive Committee shall comprise the current Lodge Chief, Lodge Vice-Chiefs, the most recent past Lodge Chief, the Lodge Committee Chairmen and Advisers, the Chapter Chiefs and Advisers, the Lodge Adviser, the Lodge Staff Adviser, and the Scout Executive. Voting members of the Lodge Executive Committee shall include youth members serving as the current Lodge Chief, Lodge Vice-Chiefs, the most recent past Lodge Chief, and the Chapter Chiefs. The Lodge Executive Committee shall meet on a regular basis as directed by the Lodge Chief.
Section 6 – The Lodge Steering Committee shall comprise the current Lodge Chief, the Lodge Vice-Chiefs and Advisers, the most recent past Lodge Chief, the Lodge Adviser, the Lodge Staff Adviser, and the Scout Executive. The Lodge Steering Committee shall meet on a regular basis as directed by the Lodge Chief.
ARTICLE IV - ELECTED OFFICERS AND THEIR ADVISORS
Section 1 - The principal officers of the Tsoiotsi Tsogalii Lodge are:
- Lodge Chief who shall:
- Be responsible for the total Lodge program as listed in the Guide for Officers and Advisers.
- Represent Tsoiotsi Tsogalii Lodge # 70 to the Old North State Council and to the Order of the Arrow National and Section Events.
- Be an Ex-Officio member of the Lodge Committees.
- Preside at all meetings of the Lodge, the Lodge Steering Committee, and the Lodge Executive Committee, and prepare agendas for such meetings.
- Vice-Chief of Program who shall:
- Preside over Lodge functions in the absence of the Lodge Chief and assume his responsibilities in the event that the Lodge Chief may step down.
- Be responsible for oversight and organization of the Lodge Committees related to the Programs of the Lodge, including but not limited to the following committees:
- Section Conclave
- Service
- Founders Awards
- Chaplain
- Health & Safety
- Internal Activities
- External Activities
- Vice-Chief of Lodge Communications who shall:
- Be second in succession to the Lodge Chief in the absence of the Lodge Chief and the Vice-Chief of Program.
- Be responsible for oversight and organization of the Lodge Committees related to the Communications of the Lodge, including but not limited to the following committees:
- Newsletter
- Website
- Chapters
- Lodge History/Museum
- Public Relations
- Vice-Chief of Lodge Administration who shall:
- Be third in succession to the Lodge Chief, in the absence of the Lodge Chief, Vice-Chief of Lodge Program, and Vice-Chief of Lodge Communications.
- Be responsible for oversight and organization of the Lodge Committees related to Administration of the Lodge, including but not limited to the following committees:
- Trading Post
- Patch
- Food
- Training
- Records
- Unit Elections
- Vice-Chief of Lodge Indian Affairs who shall:
- Be fourth in succession to the Lodge Chief, in the absence of the Lodge Chief, Vice-Chief of Lodge Program, Vice-Chief of Lodge Communications, and Vice-Chief of Lodge Administration.
- Be responsible for oversight and organization of the Lodge Committees related to the Indian Affairs of the Lodge, including but not limited to the following committees:
- Ceremonies
- Drum
- Dance
- Pow-Wow
- Vigil
- Brotherhood
Section 2- Elected officers of the Lodge must meet the criteria in the current editions of the Guide for Officers and Advisers, and Order of the Arrow Handbook.
Section 3 - The Lodge Officer Advisers will be appointed by the Old North State Council’s Scout Executive, in consultation with the related Scouting Committee. There shall be an Adviser for each Lodge Committee Chair appointed by the Lodge Adviser and the Lodge Staff Adviser.
Section 4 - The procedure for the election of officers shall be:
- The Lodge Chief appoints a Nominations Committee. One representative from each Chapter and three members-at-large is the minimum for the committee.
- The Nominations Committee accepts nominations and seeks out Arrowmen for each office. Each candidate is contacted to see if he is willing to serve.
- The Nominations Committee shall notify the Lodge membership with a list of nominees two weeks prior to the election.
- Nominees must have the approval of the Lodge Adviser, the Lodge Staff Adviser, and the appropriate Chapter Adviser.
- Nominations from the floor must have approval from the Lodge Adviser, the Lodge Staff Adviser, and the appropriate Chapter Adviser.
Section 5 - Additional duties may be assigned on a temporary basis to a Lodge Officer.
Section 6 - Terms of the Lodge officers shall be for one year from June 1 to May 31st. Terms for Chapter Officers shall be as determined by the individual Chapters, and are encouraged to be the same concurrent time period as the Lodge Officers.
Section 7 - Should any Officer not fulfill his duties as defined in the by-laws, the Lodge Chief and his Advisers shall discuss the problem with the Officer. If the problem persists, the Lodge Key 3 will make a recommendation to the Lodge Executive Committee of whether or not to remove that Officer from his position. The Lodge Executive Committee shall act upon that recommendation.
Upon resignation of any Lodge Officer, the Lodge Key 3 shall appoint his replacement. This replacement shall fulfill all of the requirements for being elected to that office. This person shall serve in that capacity until the remainder of the term is complete.
Section 8 - The rules contained in Robert's Rules of Order shall govern the proceedings of the Lodge where applicable and not inconsistent with the rules of the Lodge.
ARTICLE V - RULES AT LODGE FUNCTIONS
Section 1 - When Lodge or Chapter functions are held on Council camp property, all camp policies set forth by the Council will be followed.
Section 2 - At any Order of the Arrow functions, members are expected to adhere to the Scout Oath and Law.
Section 3 - There will be no selling of items other than official Lodge memorabilia and trading Post items, authorized by the Lodge Executive Committee to be sold at Lodge functions. All deviations from this rule must be approved by the Lodge Executive Committee in a regular session.
ARTICLE VI - AMENDMENTS
Section 1 - These Rules and Regulations may be amended by the following procedure:
- The proposed amendment is introduced and discussed at a regularly scheduled Executive Committee Meeting.
- A two-thirds majority vote is required for passage by the Executive Committee.
- A recommendation will be made to the Lodge membership for approval.
- A majority of votes is required by the lodge membership to amend these rules and regulations.
